J U D G M E N T 

The petitioner has been ranked as No: 802 in the rank list published by the Kerala Public Service Commission (PSC for short). The rank list has been prepared for advice of candidates for appointment to the post of Surveyor Grade II in the Survey and Land Records Department. The rank list is due to expire on 31-12-2011. The complaint of the petitioner is that though the second respondent is legally bound to report all available vacancies to the PSC for advice, a number of vacancies have not been so reported. Therefore, he has sought the issue of appropriate directions for the reporting of all available vacancies. 

2. The Govt. Pleader on instructions submits that all the available vacancies have been reported. He has handed over to me the instructions that he has received from the second respondent. The instructions are to the effect that at present there are 53 vacancies of second grade surveyors, all of which have been reported to the PSC. Out of the above, two are non-joining vacancies, 14 are vacancies that arose due to removal of employees from service. 26 vacancies are supernumerary vacancies due to unification of the date of retirement and 11 have arisen due to employees leaving the department. In addition to the above, 17 vacancies are reserved for being filled up through transfer/promotion. 

3. Since all the vacancies have been reported to the PSC the petitioner is not entitled to any further relief in this writ petition. The grievance of the petitioner stands redressed by the reporting of all the vacancies as stated above. This writ petition is accordingly closed recording the above fact.
